Legendaries excluded, the Pokemon with the highest Special Attack would probably be either Nucleor or Boolian. However, I don't know their base stats, so I have to guesstimate. I know for a fact that Dionius has base 120 Sp.A though.
Gyrowl has base 140 Defense. I don't think there's anything higher.
Jelluminous has base 116 Sp.D. I don't know if anything goes higher, but it probably does.
Mogre has base 125 Attack, which is pretty good.
I don't know about HP, but if I had to guess, I'd say Manumba has the highest, because Mumba already has base 95 HP. However, I'm most likely mistaken on this prediction.
Could you guesstimate on the highest base Speed stat for a PT pokemon? Thanks!

| Fluzzer's the fastest Pokemon in the game, with base 140 Speed. On Level 100, the speed stat maxes out at 379 with a neutral nature, 416 with a nature like Timid, and 492 with an Energetic nature. |
